Following deliberations at the third Interdistrict Summit held at the Superdome in Dar es Salaam on February 28, District Governors across Region 28 issued a communique covering a wide range of matters expected to enhance the effectiveness of Rotary and boost Rotarians membership experience. 
Following deliberations at the third Interdistrict Summit held at the Superdome in Dar es Salaam on February 28, District Governors across Region 28 jointly agreed District 9400 will convene the fourth summit in Johannesburg, South Africa in the first quarter of 2027.

``The leaders further resolved that the Interdistrict Summit will continue as an annual leadership summit of all past, current and future leaders of Region 28 to learn, connect, co-create solutions, grow Rotary and improve the experience of our members,’’ according to a communique issued by the leaders.
 
The DGs committed to collaborative leadership across Region 28, working together to build a resilient, relevant, and impact-driven Rotary that serves communities with excellence and purpose. Jointly, they reaffirmed their commitment to strengthening Rotary across their districts and positioning clubs for sustainable growth, meaningful impact and generational continuity.
 
To strengthen leadership and continuity, they collectively resolved to build a structured pipeline of committed and dedicated Rotary leaders, promote merit-based leadership anchored in competence, integrity, and service, institutionalize mentorship, succession planning and proper documentation to guarantee continuity.
 
To elevate the membership experience, the leaders resolved to prioritize quality, engagement, and meaningful participation over numerical growth, ensure clarity of purpose, flexible engagement opportunities, visible impact, and positive member experience.
 
They also resolved to empower members and uphold inclusive communication systems within Rotary clubs in the region, advance intergenerational collaboration by recognizing Rotaractors as partners in service and leadership, strengthen transition pathways from Interact and Rotaract into Rotary and intentionally create space for collaboration between younger and senior members.
 
To enhance community-centered and sustainable service, the District Governors resolved to conduct proper needs assessments before project implementation, involve communities in project selection, implementation, and sustainability planning. They will also ensure projects address clear problems, define measurable change, assign long-term responsibility, and document impact effectively.
 
As part of monitoring and evaluation measures, Rotary Districts in Region 28 will move beyond activity counts to measure outputs, outcomes, and long-term impact, improve impact assessment frameworks and storytelling to enhance Rotary’s visibility and relevance, promote adaptability and sustainability, encourage flexible, fit-for-purpose club models aligned with Rotary’s growth strategy, build systems that guarantee sustainability in leadership, membership, and service projects, and embrace agility while preserving Rotary’s core values of fellowship, integrity, and service.
 
The DGs thanked the Governor, District Rotaract Representative and leaders of District 9214 for hosting the third edition or the Inter-District Leadership Summit in Da es Salaam. They also acknowledge and appreciated the participation of The Rotary Foundation Trustee Ijeoma Pearl Okoro and the leaders from District 9141 in the summit.
